Stairs are dangerous because they can fall down them and get hurt. Same with jumping, they can bend wrong and land wrong and get hurt. Even thier cute little tower sits can be hard for them. So yes, it's best to discourage or closely monitor and help with these activities. Easier said than done with this fearless breed!
Dachshunds are also notorious chow hounds and often times overweight. Being over weight can add to their back problems. It is really important to maintain a dachshunds weight and keep them lean and trim.
Personality wise, dachshunds are not for everyone. They are independent and bold, clever and smart and incredibly stubborn. (In my experience, can be biters when they don't get their own way or are startled!) I once read Dachshunds believe the world revolves around them. They believe you belong to them, not that they belong to you. They are loving and love to lick and or sit on your lap and be near you. Most dachshunds are burrowers and love nothing more than tunnel down into a blanket.
They can be either a standard or miniature sizes and can have either smooth, wire-haired, or long-haired coats. They can be single colored, multi-colored, dappled, or brindled.
